Richmond Hill publishes one of York Region's clearest road permit fee schedules: a $276.23 Road Occupancy Permit charge for private contractors placing a bin in the right-of-way, on top of required $5 million general liability and $2 million auto liability coverage. Keep the bin on your driveway and none of that paperwork applies. The city's own Elgin Mills Community Environmental Centre is a short drive for any debris a rented bin can't hold.

Renting a bin in Richmond Hill

Richmond Hill pairs a construction-waste depot inside city limits with a road permit fee that the town actually publishes, which is more transparency than most York Region municipalities offer up front.

Richmond Hill's road occupancy page lists a private-contractor application fee of $276.23 plus HST and an additional convenience fee. Confirm how the permit applies to the exact bin location and obtain the total charge before applying; the published application amount is not the whole payment.

For private contractors, Richmond Hill states general liability insurance of at least $5 million per occurrence and/or automobile liability insurance of at least $2 million for owned or leased vehicles. Certificates and a Book 7 traffic protection plan accompany the application. Ask the City which coverage applies to the job; the wording does not say both policies are invariably required.

The Elgin Mills Community Environmental Centre operates within Richmond Hill and takes drywall, wood, and other renovation materials as chargeable garbage, generally billed by load weight, which is useful when a project generates more debris than a rented bin can hold.

Paint, solvents, and similar hazardous items do not belong in a rental dumpster or in the chargeable-garbage stream at the Community Environmental Centre, and instead need a dedicated household hazardous waste depot.

Matching bin size and rental length to the actual project timeline keeps costs predictable, and deciding early whether the bin needs the street or fits on the driveway determines whether the permit fee and insurance step apply at all.

Tips for renting in Richmond Hill

Avoid surprises with quick tips our haulers wish every customer knew.

  • When budgeting for a Richmond Hill private-contractor occupancy application, include the published $276.23 plus HST and the additional convenience fee; confirm which insurance documents apply before submission.

  • For a separate Elgin Mills drop-off, confirm resident eligibility, waste origin and vehicle size first. The centre requires proof of York residency and excludes vehicles larger than a 16-foot cube truck; do not assume every rental-bin overflow load is eligible.

  • Submit the road occupancy permit application through the city's online portal well ahead of your delivery date, since gathering insurance documentation can take a few days.
