Surrey considers construction-bin placement on City property through a Traffic Obstruction Permit when its placement and safety requirements are met. Apply five working days in advance and provide $5 million liability insurance naming the City as additional insured. Containers must not encroach on traffic lanes, cycle paths or sidewalks, and at least four metres of unobstructed roadway must remain for emergency access.
