Any disposal bin placed on a Barrie street, boulevard, or other right-of-way needs a Right-Of-Way Activity (ROWA) Permit, issued under By-law 2012-173. Applications are submitted through the City's APLI online portal, take roughly 5 business days for a complete submission, and require Comprehensive or Commercial General Liability insurance of $2,000,000 naming the City as additional insured. A business licence may also be needed. The fee itself is set per Schedule E of the Fees By-law and quoted to the applicant by City staff rather than published as a flat rate.

Barrie's Waste Management By-law 2025-091, in effect since September 2025, governs the City's curbside and centralized collection of garbage, organics, and recyclables for residential and multi-residential properties. It does not cover private roll-off dumpster rentals placed on the road, which instead fall under the separate Right of Way By-law. For renovation, demolition, or larger cleanout volumes, County of Simcoe landfills and transfer stations are the disposal destination, not weekly City pickup.

Explosives such as spent fireworks, flares, and ammunition, along with smoke and CO detectors and pharmaceuticals, are barred from regular garbage and landfill disposal in Simcoe County. These must go to one of five dedicated Household Hazardous Waste depots, open Monday to Saturday 8:30am to 4:30pm. Improper drop-off of hazardous or difficult waste at a regular site carries a $250 per-incident penalty on top of the applicable tipping fee, and contaminated or mixed difficult waste is billed at the County's highest tier, $310.00 per tonne.

The County of Simcoe operates 3 active landfills and 5 transfer stations, plus 8 waste drop-off sites across the county, including locations in Bradford, Tiny, Oro-Medonte, Stayner, Adjala-Tosorontio, Collingwood, Ramara, and Coldwater. Per the County's 2024 Tipping Fee schedule, general garbage costs $155.00 per tonne ($15.00 minimum up to 100 kg), asphalt shingles and drywall run $75.00 per tonne ($15.00 minimum), and clean dimensional wood waste is $75.00 per tonne. Scrap metal, tires, e-waste, blue box recycling, and leaf and yard waste are all accepted free of charge.

Because Simcoe's tipping fees scale by weight and waste type, separating clean, mixed, and hazardous materials before your dumpster is hauled away can meaningfully change the final bill. Match the bin size and rental length to the actual scope of the project, and keep prohibited items out entirely so the load never risks a penalty fee at the scale house.
